Collecting Personal Debt

Dear Sir/Mdm,
One (1) year ago, I gave a personal loan amounting to RM 5,000.00 to a friend. She promised to return it to me last CNY but to date I have not receive anything from her. I have since made countless attempts to request her to pay, e.g, through e-mails, sms, phones. She made a lot of excuses and just refuse to pay me back. I had sent her a letter of demand early this month and she acknowledged it but still gave me empty promises. I planned to seek legal help but am afraid I don't have the financial capabilities to hire a lawyer. Can you advise me the best ways to collect my debt. Can I apply to get a court summon? I only have e-mails as proof that she took money from me. Please help. Thank you.
