Double Standard in EPF withdrawal scheme!!!

I have just received an email from EPF rejecting my application for withdrawal under Education Scheme. I have followed the rules in the website as I am applying from oversea. I have contacted them several times and was given assurance that everything are according to the website even when applying from oversea.

To my shock, I was blatantly refused!! Reason, course was less than a year! The officer have failed to read the booklet from the prestigous university and understand it. Second reason for refusal was simply it has to be certified by the Malaysian Embassy or the Honorary Consult!! I contacted Malaysian Embassy in Ottawa and was directed to the honorary consult. The honorary consult, Mr Mitchell Wigdor was away for quite a while so I decided to go with other parties that is allowed to notarized the document as per the website. I went to the local MP in my area and got the document signed and certified. This is however not acceptable.

She also stated that processing take 1 1/2 months to 2 months. I called and called before sending the document. Told me it takes 2 weeks, even the website says 2 weeks!!!

So I am wondering does EPF maintain a double standard???  Here is the link to EPF's website. Decide for yourself!
