Resignation after being confirmed into Penchant staffs

Please help!
I am very frustrated for not able to get the pension benefit for government servant, though I am entitled for it.
I am not given enough explanation on post effect for my resignation letter.
History of Job posting and Relocation.
Started to work in 1986-2006
Have been posted to many places (7 Times) and separated with my family/wife who were never being given transfer.
Had requested transfer to my preferred location for many times since started to work but never been gtanted.
Achievement
- Received a commendable yearly performance evaluation
-Recipient of Excellence service award
-Promoted to line management group
Responsible and Accountability
Actively involved in departmental internal and external activities
Had a good inter personal communication and repo with all level of staffs
Event prior to resignation.
Very rare to get an adequate off-day, for personal or family functions due to work responsibility.
Lost interest to work, feel tired due to distance with my family.
Had an episode (once as I aware) of memory disturbance (Transient loss of memory) had consulted medical advice 2004.
Tried to get into other activities such as academic and business but no succeed.
Applied for pay leave to take business prep before retirement but not approved
Apply and re-apply for no pay leave but never approved
Apply for early penchant/retirement but the process are very slow to progress. mean while, I started to skips work. When my superior mention of disciplinary action, I tender my letter of resignation with 1 month salary payment to offset a disciplinary action for inability to come to work. (with good intent to not to be dismiss with disciplinary act)
The Law that I understand
Early retirement (Optional) 40 years old of age.
Not less then 10 years of services
Has no money obligation / loan with Employer
My Fact
Years of old at the time is 42 years
Served for 20 years
Confirmed as a ‘Tetap dan Berpencen’ staffs.
EPF contribution was stopped (no option).
Had submitted an application for optional retirement but turned to resignation due to slow processing progress and thinking to be safe with resignation.
Had a Government housing loan but yet to start payment. Now charging interest of 9% PA
Had made an arrangement to settle down the government loan through the Commercial Bank and yet to start due to management
Bureaucracy problem.
Communicated to Employee association (MTUC Affiliate) has no reply
Had consulted the matter to JPA at department of Penchant. Was told that the case is closed, no case.
