Where is my salary???????

Hi,
I would need some advices on what should i do? I've joined one of the department within the big 4 audit firm on 2 June 2008 after 2 years of working experiences. However, after a months i got a better offer from a company and decided to join them in July 2008. Due to that i have served one week notice as per my offer letter. I understand for every employee in this firm, would have to sign a clerance from before the salary would be release to them. I have cleared all the requirements except for the sign off from my manager. The requirements stated that i have to do and completed the works based on the standard firm's documents and templates.
I would like to explain here that, based on my 2 years experiences i have did my best to complete the job as per instructions from my manager. I was sent to an engagement on the third day of work. I have completed my work based on the timeline during June 2008. However, my manager have yet to review my work before my last day in the firm (my official last day was 29th June 2008 as such last working day was 27th June 2008). However, when i would like to request sign off from my manager he told me that my job was not in shape and he would only can sign off the form once the file have been reviewed by partner and audit report is issued to client.
Since my last day i.e. 27th June 2008 i have not received my salary till today. I have tried to email my partner to consider to release part of my salary as i am in need of financial assistance and i don't think i am the only one that should be blame for the job failure given a less that a month experiences in the firm. But the partner only replied that "the policy in the firm is to get sign off from manager". I've tried to contact again the manager but the result is still the same i.e. to wait until the report is out. I felt like the manager just like to torture me as he has to follow up on my job. I would like to get advices on what i should do? Should i report the case to the labour law? Need some asisstance as the case involve big 4 audit firm?
