Is it legal for Condo/Apt Joint Mgmt to collect deposit?
Would like to seek advise under which act allows condo/apt joint managment to collect deposit?

I am residing in an apartment in PJ and am shocked to find that the Joint Management Board have implemented house rules where clause 3.20 reads that the JMB needs to collect MYR500.00 deposit for every application to shift in or out of the apartment.

Worst there is also a clause that a MYR500 deposit needs to be paid for a visit by a contractor to repair something in my apartment. For renovation works, a MYR2000 deposit needs to be paid.

I seek clarification if such an act is legal? If so under which act? Which government body monitors and approves such house rules?

Is it a Private Organization or Government Body?
