complain letter to my landlord

I had some problems  with one of the property company in KL. I explained everything in a letter and I send the letter to the management of the company. but steel there is no answer from them . can you please read the letter and tell me what should I do. because I am an international student in Malaysia and I dont know what to do.and here is the letter

Title: Complaint about the forfeit of my Deposit
To the Management of Martego Sdn Bhd of Parkview Service Apartment

I am Atabak Amin. I was tenant in park view from 12th of September 2010 until 11th of October 2010 and during my tenancy some difficulties happened to me that I want to complain about as follows:
1. When I rented the house the air-conditioning system of the master room was out of work. I told the manager to fix it but there wasn’t any response. So after 10 days, that I went to the office again and again, finally they send someone to change the air-conditioning system.

2. In the middle of my tenancy I left Kuala Lumpur and I went to Johor for one week and when I came back, I see my house is empty. Although, I have left two pairs of my shoes, one of my jeans, some of my T-shirts, my slipper, my bottles and some foods in the refrigerator. I asked the manager of the apartment and about that, and she said we thought you are already left the house and don’t want to come back. I know they have the right to enter my house and clean the house, but they have no right to throw away my belongings before the end of my tenancy.

3. In the last days of my tenancy I gave the house keys to one of my friends in Parkview Apartment (because I was expecting another friend of mine to come to Kula Lumpur and stay in my house) and I left Kuala Lumpur. And in the answer of the manager of the Parkview Apartment who asked me “do you want to terminate the tenancy”, I said: “I am waiting for my friend to come if he didn’t come I will talk about it”.
I left Kuala Lumpur and I went to Johor and in three days before my tenancy ends I received a phone call from my friend in Parkview Apartment, he said “the manager of the Parkview is here and she wants to take the house keys”. So I talk to her on the phone and she said:”you cannot give the house key to your friend because I am responsible of this house”. So I asked my friend to give the key to her, but I told her: “If my friend came I will tell him to take the key from you”. And there were no further phone calls from the Parkview management after that.

4. After two days from the termination of my contract my friend came to KL and I called the management of the park view and I said I will deposit the rental fees to your account and please give the key to my friend. She answered me we already forfeited your deposit for the house and if you want to continue your tenancy, you should pay another 4000RM for deposit. She said we forfeit your deposit only for two days of being late in paying the rental fees. Do you think your company has the rights to forfeit 4000RM, without giving a simple phone call, and informing, before that?

5. So after this phone call I read the whole contract that I had signed when I wanted to move in to the apartment. (And I should recall that when I wanted to rent this apartment the Parkview manager just gave me a contract and she didn’t explain anything about the forfeit of the deposit in such situations.) So I read the whole contract and I figured out that the Parkview managers have no rights to forfeit my money, because in the contract, in the SPECIAL CLAUSE CONDITION section, it is mentioned that:”The tenant shall lease the tenancy for a period of at least one (1) month. If the tenant leases the tenancy shorter than one (1) calendar month, the rental deposit will be forfeited by the landlord”. (You can also see it in the Landlord Copy.) So if the company wants to forfeit my money, they can only refer to this contract and as a matter of fact, they have no rights to forfeit my money.

So because of the reasons, which mentioned above, I am asking you to pay back my 4000RM Deposit, because I really want my money back. If you decided not to answer my letter, or not to pay back my Deposit, I will send a formal complaint letter of your company to (my embassy) “Islamic Republic of Iran embassy”, and also “The Ministry of Foreign Affairs” and “The Small Claim Court”. I have already talked to the advocate and I know how long the procedure will take, and I have enough time to do that.
