copyright expiration - public domain dates?

Hi!

I need to know how many years is it before a malaysian work of art passes into the public domain?
And also can some one tell me how the following works?

If i use a part of an image from a book published in America, or Australia to create a new piece of "tributary or inspired" art... which country's copyright laws apply? Do the laws of the country i create the work in apply? Or do the ones of the country the work was originally created in apply?

OR are there international copyright laws that apply to everyone....

And also, how are these laws enforced?

The reason i'm asking is that i am starting an art gallery and planning to use some old fairy tale books to create some new art pieces for children. These books that i am using are already in the public domain in america, but there are a few that may or may not be. I've tried my best to contact the publishers, but am unable to do so. They were publised in the time period where there was an option to extend the copyright for an extra 67 years... but i am unable to find out if this has been done. I've read that only 4-14% of the books published during these dates were renewed...

If you are Chinese you do not need any IP advice. Plagiarise, violate anyones copyright, pirate and mass produce. it is a cultural right. You cannot be denied the right to do so. There is a Tsunami of evidence to back up your historic and your current abuse and violation of everyones copyright,
