False information - registration of child birth

My friend recently registered with the nation registration department - claiming her adopted child as her own child.
Now the birth certificate is still pending an investigation.At that point of time after several bad miscarriages she was easily convinced that the birth cert was not such a big issue until her form were wit held by the officers for further registration

The only reason she gave was that she feared the child might find out later that he was adopted and would hurt him.Pls advice:
Will there be a legal action frm the government
Can the parents declare it as false and go for legal adoption
How will the name for an adopted child appear in the mykid
