Public Holdiays to be observed in KL

We employ staff in KL who are not covered by the Employment Act as they are paid over the salary threshold and are not manual workers.  I am trying to determine which Public Holidays our staff should observe and note that the Holidays Act 1951 does not specify Federal Territory Day or Labour Day(which I thought were compulsory - although this is under the Employment Act) or Malaysia Day (gazetted under Section 8, again under the Employment Act).  Could you please clarify what days we should be allocated for our staff?
