Well bro pertaining to your question, base on my knowledge and understanding only local banks under Bank Negara will blacklist the individual & companies, and not the Bank Negara itself. Bank negara is a bodied who monitor the local bank closely on their activities or wrong doing by the banks under Bank Negara. However you can get the CCRIS report from Bank Negara to check your credit payment behaviour and type of loan granted to you including the bank name in the report.

For legal cases or summonses you also can check your credit status with this two Credit Reference Agency (CRA) such as RAM Credit Information Sdn Bhd and CTOS Sdn Bhd. Hopefully this information can give you a good direction.

By the way bro, may I ask you something? Do you have any scholarship before? If you do, may I know how does the payment look like! Any laps or failed payment?

If my friend already went to the Bank Negara Malaysia (BNM) and got the credit report, how do I know if the bank already sue him as a blacklisted? Thanks!

I am a bit confused. I used to be blacklist but as of May 2016, I already cleared all my debt and CCRIS shows only 1 active mortgage loan from CCRIS which have 0 for the past 2 months. However, I applied credit card from few bank including AEON and all rejected also my personal loan also got rejected. CTOS did have my "Fully Settled" status since Sept 2014, only clear from CTOS on Sept 2016.

Does bank have any other systems beside CCRIS & CTOS that they look to check our financial history?

I have already got my CCRIS report on my hand. I got pending housing loan for the past 3 years. How do I check whether I'm blacklist or not. Here in CCRIS report, there is no remark of such thing.

@Zaif

You are applying for a loan too soon. Almost any bank will simply reject your loan application based on your past financial history - bad paymaster, even though you have fully settled your debt.

Other credit reporting agencies in Malaysia include:

1. Basis Corporation Sdn Bhd (BASIS)
http://basis.com.my/

2. Credit Bureau Malaysia Sdn Bhd (CBM)
https://www.creditbureau.com.my/

3. Dun & Bradstreet (D&B) Malaysia Sdn Bhd
http://www.dnb.com.my/

4. Financial Information Services Sdn Bhd (FIS)
http://www.fis.com.my/

5. RAM Credit Information Sdn Bhd (RAMCI)
http://www.ramcreditinfo.com.my/

You should read this post:
https://www.lawyerment.com/answers/questions/1944/senarai-hitam-ctos

Fully settled accounts are excluded in the CCRIS (Bank Negara) report. CCRIS is much better as they keep your records for 12 months only unlike the other CTOS which keeps your record for life. After you make full settlement, request your bank to provide the new info to relevant credit info bureaus i.e. CTOS. You can also do it being conducting a self check and then providing the relevant updates to them.

There is a general rule that you should apply for a new loan after a year or two for a higher chance of getting your loan approved. All banks have their internal policies which they will definitely not let you know. They simply reject loan application based on your past overdue records especially credit report section: legal actions and non-performing loans (NPL).

@Mathi

CCRIS does not blacklist a person. Similar to CTOS, it provides financial history but for the past 12 months only. If you have Legal Status, Instalment in Arrears for Last 12 Months or Special Attention Account on your CCRIS credit report, it is generally interpreted as bad credit score, bad paymaster, and financially insecure.
