Hi JOAN,   Welcome to this forum - answers to your questions below:

1. How was the procedure of applying easy payment from AKPK ?

First enroll for an AKPK preview session and attend it. Then, fix an appointment with one of the AKPK counsellors to discuss your debt situation and your ability to afford its repayment program.

2. If I owed RM250k, what is the minimum monthly payment would AKPK arrange for me to pay?

Normally, the minumum rate is - for every RM10,000 debt, you repay RM50 or more per month.
So, for RM250k debt - you can make the calculation.

3. If my salary is only RM1500-2000, can I afford to pay ?

If your repayment is RM1250 or more per month - can you afford it?

4. If AKPK have arrange easy payment, and after some times, can't afford to pay again, will this also lead me to bankruptcy situation ?

If your repayment program is accepted by AKPK, you need to make a commitment to repay and if you after some time - you default the repayment - you cannot be enrolled again in AKPK after being accepted into its repayment program - you have only one chance! If you default payment after being accepted into the AKPK easy repayment plan, of course the bank concerned will take legal action against you to seize your properties if any and if your debt is RM30k and above, you can be sued for bankruptcy. Bankruptcy relieves you from all your debts owing to the respective banks.
For many, bankruptcy is a new start to control and manage your financial life. Any bankrupt will need to surrender all his/her estate of properties/assets to the Jabatan Insolvensi Malaysia (JIM).
