Credit Card case

My friend are using other people credit card and have get caught by police few month ago.
On that time police have keep he for few day and release after jamin..
after almost each month also will have one day to go have a chop and sign..
this time he go.. police tell he gonna ready a huge amount of money of find a lawyer..
for he family background.. them wont be afford to ready that amount of money of hiring a lawyer..
may i know is that having lawyer or pay the amount of money then the case will really finish?
or after hiring lawyer still got other thing to do one?
